South Korea has proposed military talks with North Korea amid rising tensions along the border
South Korea has proposed that North Korea hold military talks to resolve border disputes. Seoul aims to reestablish communication channels and prevent accidental clashes along the border.
South Korea's Deputy Minister of Defense Policy, Kim Hong-chul, made this statement, the AP reported, citing a statement from the official.
What is known about Seoul’s proposal?
On Friday, October 23, the country’s Ministry of National Defense issued an official initiative to clarify the demarcation line. In addition to bilateral contacts, Seoul announced its readiness to involve the U.S.-led UN Command in the dialogue with Pyongyang. The Republic of Korea also proposes developing joint measures to prevent border clashes.
The Ministry of Defense is officially proposing to the North Korean authorities that military talks be held between the South and the North with the aim of mutually confirming the exact location of the ground military demarcation line between the South and the North, discussing the restoration of military communication lines and measures to prevent accidental clashes in border areas,
– said Kim Hong-chul.
The initiative came after three South Korean soldiers were wounded in September as a result of landmine explosions. According to the country’s armed forces, the explosive devices belonged to Pyongyang.
In addition to the landmine incidents, South Korean military officials have recorded about 50 instances of North Korean soldiers crossing the demarcation line while conducting fortification work since the beginning of 2026. Seoul responded to these actions with radio broadcasts and warning shots.
So far, North Korea has not responded to calls for negotiations. The AP reports that Kim Jong Un has taken a hardline stance toward his neighbor in recent years. Currently, nearly all dialogue between the countries has been suspended.
As a reminder, in May 2026, the DPRK announced plans to deploy three battalions of new 155-mm self-propelled howitzers with a range of over 60 kilometers by the end of the year. The new weapons will be able to reach Seoul and the capital’s metropolitan area, located 40 kilometers from the demilitarized zone.
