The idea of transferring funds to an entity controlled by Washington was raised by negotiators Steve Witkoff and Jared Kushner during a meeting with officials from Ukraine, the EU, and NATO, according to the Financial Times. According to the publication, the U.S. side is considering the use of these funds as part of a comprehensive peace agreement.
What the U.S. plan entails
Sources told reporters that Washington has put forward several options for unblocking the funds.
One of them involves transferring the money to a new special-purpose financial structure that would be controlled by the Donald Trump administration.
The Ukrainian delegation confirmed that similar initiatives had already been raised at previous meetings.
European officials, however, strongly opposed relinquishing control over the 260 billion euros of the Russian Central Bank that are frozen.
They were told that this would never happen,
– noted one of the sources, commenting on Europe’s reaction to the American proposal.
As a reminder, in late 2025, EU leaders agreed to allocate these funds for Ukraine’s reconstruction if Moscow refused to pay reparations.
However, in the fall of 2026, U.S. negotiators began offering Russia a series of economic concessions in exchange for a partial ceasefire. In addition to unfreezing assets in advance, the proposals included easing sanctions on Belarusian fertilizers and selling a stake in Lukoil to investors from the Middle East.
Also, information recently appeared in the media regarding the preparation of an expanded peace plan, which provides for the establishment of a fixed line of contact and energy integration.
