TCC

The Territorial Center of Recruitment and Social Support (TCC and SS) is a structure of Ukraine's local military administration bodies. It was created to replace the Soviet system of military commissariats. The reform began in August 2017.

In 2023, amid corruption scandals in Ukraine, all regional military commissars were dismissed. At that time, the president decided that the TCCs should be staffed by soldiers who had been through the front.

In early 2025, there were several attacks on TCCs in several regions of Ukraine, resulting in deaths and injuries. Russian special services are behind these attacks.

In the summer, Russia began attacking TCCs with drones, injuring people and destroying premises. The Ground Forces stated that the Russians are doing this in order to sow chaos and disrupt mobilization.
