Ukrainian Foreign Minister Andriy Sybiha made this statement on October 14 during a televised marathon.

What Are the Terms of an Energy Ceasefire?

According to him, Kyiv is currently consulting with international allies on the security of critical infrastructure, specifically an energy ceasefire.

Ukraine is ready for a ceasefire, particularly an energy ceasefire. We are discussing this issue with our partners. We have the full support of our key partners for all our actions,
– Sybiha assured.

The foreign minister also outlined the parameters of such a ceasefire. The energy ceasefire that Ukraine is prepared to agree to entails mutual commitments with Russia to preserve fuel supplies and power generation capacity.

According to the proposal, Kyiv is prepared not to attack energy facilities and oil refineries on Russian territory, while Moscow, in turn, must commit to not targeting the Ukrainian power grid.

Sybiha also commented on the possibility of resuming peace talks with the U.S. and Russia.

“We are interested in resuming the trilateral negotiation format and maintaining the momentum of the peace process with the involvement of the U.S.,”
the minister said.

As a reminder, on October 11, U.S. President Donald Trump announced an alleged “energy truce” agreed upon between Ukraine and Russia. However, Moscow rejected the proposal and continued its attacks on Ukraine’s energy infrastructure.

ISW reported that the U.S. leader’s statement referred only to a preliminary initiative that neither Ukraine nor Russia had signed. According to analysts, the proposal would have provided only “a moratorium on attacks on Russian oil refineries”, with a possible expansion of the list of targets; however, it would not have protected Ukrainian power plants from shelling at all.
