Lubinec spoke about preparations for the evacuation from Oleshky / 24 Channel Collage
Ukraine and Russia, with U.S. mediation, are preparing a humanitarian mission in Oleshky, Kherson Oblast. The ceasefire will take effect on October 27 at 3:00 a.m. Preparations are underway to ensure that everything proceeds smoothly and in an orderly manner.
Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, spoke about this on 24 Channel. According to him, although there are currently communication problems in Oleshky, information about the evacuation quickly reached local residents. Recently, there has been an increase in questions about how the evacuation will proceed.
What is known about the evacuation from Oleshky?
Ukraine is preparing a public statement that will provide detailed answers to all questions regarding the evacuation. Representatives of the Ombudsman are currently collecting information about people who wish to be evacuated.
We are collecting all the contact information provided to us. We contact each family individually; we find out who wants to be added to the list; their age; their health status; what kind of assistance they need; what documents they have, and so on. We’re compiling all the information. Technical work is currently underway
During the prisoner exchange that took place on October 23, the Ukrainian and Russian delegations, with American coordination, finalized negotiations regarding the humanitarian mission in Oleshky. The document was agreed upon and signed by both sides yesterday evening.

Who will ensure that everything goes smoothly?
Lubinec emphasized that U.S. First Lady Melania Trump and her team are playing a crucial role here. They have done a tremendous amount of work, including developing guarantees for the implementation of the agreements.
There are specific individuals responsible for the agreements with Ukraine and for the agreements with Russia. I won’t go into many details, but additional guarantees have been laid out and discussed to ensure that this process is as transparent as possible and that all parties have a stake in seeing the document implemented and the humanitarian mission conclude with the most positive outcome for the people
The dissemination of information about Oleshky played an extremely important role. Ukrainian representatives were constantly looking for ways to resolve the humanitarian crisis. Various proposals were considered, which led to the humanitarian mission set to take place shortly.
The Verkhovna Rada Commissioner for Human Rights added that the delegations managed to develop new approaches. However, for now, they have agreed not to discuss them publicly. Everything will be announced in due course.
Will U.S. citizens be physically present there, and will it still be possible to deliver humanitarian aid to those who remain in Oleshky? Let me put it this way: You’ll see everything, but these are the main issues that have been worked through and resolved. We’ve found new approaches. We’ve agreed not to discuss this publicly for now, but you’ll find out everything. I’m convinced that this will be the first step toward applying a similar mechanism not only to Oleshky
We should add that it is known that agreements have been reached with Russia regarding the rescue of people in Oleshky include 3 key steps. These agreements concern a ceasefire, the delivery of humanitarian aid to Oleshky, and ensuring the free movement of civilians from Oleshky.
