What is known about the new systems?
"Pantsir" or "Tor" anti-aircraft missile systems have been deployed around the dictator’s residence. In particular, the defense line runs through the Khotilove military base, where Putin’s backup airfield and a railway branch line to the residence have been set up.
Several air defense towers have also been erected on the shore of the Vyshnevolotsk Reservoir near Lysyachy Island. Journalists report that the Russian military has built a new biological laboratory there, likely linked to a biological weapons program.
In October, satellite images captured the deployment of weapons in the southern part of the new ring. The Russian military may establish positions in the northern defense zone in the coming months.
Overall, there are now known to be only half as many air defense positions around Valdai as there are in the entire Moscow Region. Less than 100,000 people live in the Valdai District.
It should be noted that in January 2026, the Kremlin claimed that Ukraine had allegedly attempted to attack Putin’s residence in Valdai with drones, but Kyiv rejected these accusations. Many independent experts, as well as the U.S. Central Intelligence Agency, doubted the veracity of the Russian claims. However, Donald Trump believed Putin.
It should be recalled that air defense systems ( They built four towers ) had previously been deployed near the dictator’s residence. The nearest installation is located just 400 meters from Putin’s residence.
