The European Union’s High Representative for Foreign Affairs and Security Policy outlined this position to reporters before the start of the leaders’ summit in Brussels. This was reported by “European Truth.”
What Did the EU Say?
On Thursday, October 15, the diplomat stressed that the aggressor state’s oil revenues must be significantly curtailed. She emphasized that Kyiv is seeking to achieve precisely this result through strikes on Russian oil refineries.
The politician noted that Ukraine’s decision to resume attacks is a justified step toward ending the war and increasing pressure on the Kremlin.
Most of the funds Russia allocates to the war come from oil revenues. Therefore, Ukraine clearly wants this war to end. After all, cutting off funding for the war is the only way to achieve this,
– Kallas emphasized.
Against the backdrop of recent statements by the U.S. president and his inner circle, the head of European diplomacy stressed that the international community should intensify pressure exclusively on Moscow and expressed her categorical disagreement with attempts to pressure Ukraine into making concessions.
To put an end to this war, pressure must be exerted on Russia, not on Ukraine, to force it to capitulate. We are demonstrating firm resolve on this issue,
– the EU representative assured.
The statement came amid media reports of demands on Kyiv to halt attacks on Russian energy infrastructure, prompting Ukrainian President Volodymyr Zelenskyy on Thursday, October 15, to order the resumption of long-range strikes on enemy facilities despite any warnings.
Draining oil revenues remains one of the most effective tools for combating the Kremlin regime, as raw materials account for a large share of the aggressor country’s military budget.
It should be noted that in the first nine months of 2026, Russia’s tax revenues from oil and gas production had already fallen by 17%. This was caused by European sanctions against the shadow fleet and regular Ukrainian attacks on the enemy’s fuel infrastructure.
