What is known about military support?

Following their decisive victory in the congressional elections, Democrats plan to increase support for Kyiv and impose new sanctions on Moscow. A Democratic aide on the House Foreign Affairs Committee said the new aid package could total about $15 billion. It is currently in the active planning stages.

Lawmakers are compiling a list of the most urgent needs. Among the initiative’s key priorities is the urgent delivery of interceptor missiles to defend the airspace. The official noted that assistance in the energy sector is also one of the priorities on the list.

The Financial Times notes that the Democrats’ victory came at a time when Ukraine is facing its harshest winter since the start of the full-scale war. Russia is constantly launching attacks on the energy sector, particularly in major cities. At the same time, Kyiv is facing a severe shortage of interceptors for the Patriot systems, which are essential for air defense.

Lawmakers are likely to use the annual National Defense Authorization Act (NDAA). The bill must be passed before the current Congress adjourns.

What might change with the Democrats taking office?

The Democrats also want to amend the “Lindsey Graham Act” so that Donald Trump cannot easily lift the restrictions that have been imposed.

“We’re going to amend the Graham Act. It took a year and a half to impose sanctions against Russia, and they were lifted with the stroke of a pen,”said another Democratic aide on the committee.

In addition, members of Congress are seeking to maintain a continuous exchange of intelligence between Washington and Kyiv. The new package also plans to establish oversight of the Starlink service. Lawmakers intend to ensure the stability of satellite communications, which are critical for Ukrainian security forces.

A source told the publication that Elon Musk was informed of the need to preserve all documents related to the service slowdown. At the same time, Democrats plan to launch an investigation into the actions and business interests of Elon Musk, Steve Witkoff, and Jared Kushner. The investigation will focus on assessing their business activities and potential risks to U.S. foreign policy.

As a reminder, Ukraine has faced a “ a critical shortage of interceptors ” for its air defense. According to Volodymyr Zelenskyy, Kyiv received an average of only about 12 Patriot missiles per month, while the actual need to repel massive attacks is significantly higher.
