Button-pushing
Button-pushing, or non-personal voting, is a phenomenon when a deputy votes for another, absent deputy. He may vote either on instruction or out of adherence to party interests. Ukraine still has no punishment for non-personal voting.
President Volodymyr Zelenskyy submitted to parliament an urgent draft law providing for the early termination of a deputy's powers on specific grounds, including button-pushing.
On December 23, the Verkhovna Rada adopted in the second reading and as a whole the draft law on ensuring personal voting by people's deputies of Ukraine. Violators will be punished with fines of up to 85 thousand hryvnias.
