Language quotas

In November 2016, Ukrainian-language quotas on radio came into force in Ukraine. Under them, on any radio station at least 35% of the songs broadcast during the day must be in Ukrainian. This requirement applies to the periods from 7:00 to 14:00 and from 15:00 to 22:00. The radio quotas apply only to songs (verbal and musical works); instrumental works are not included. A bilingual song is considered Ukrainian if the number of Ukrainian words in it exceeds 50%. At least 60% of radio airtime will be in Ukrainian. This applies to news and analytical blocks and entertainment programs. The quotas will be introduced gradually. Radio stations must reach 35% and 60% within 3 years. The quota law does not ban the Russian language on air.

On March 16, 2017, People's Deputies adopted in the first reading a bill on quotas for the Ukrainian language on television.

The bill establishes a mandatory share of Ukrainian-language content on television. In the weekly broadcasting volume of national or regional channels, programs and films in the state language must make up at least 75%. These quotas apply to the periods between 7:00 and 18:00 and between 18:00 and 22:00. For local broadcasters, the quota will be 50% of programs and films in the state language in the same time periods.

The Crimean Tatar language will have the same rights on TV channels as Ukrainian.

Compliance with the two laws will be monitored by the National Council of Television and Radio Broadcasting.
