Mineral Resources Agreement

Ukraine has significant reserves of mineral resources, including titanium, lithium, uranium and graphite, which are strategically important for various industries. In particular, titanium is used in the aviation and space industries, and uranium in nuclear power. Many deposits of these resources are located in territories currently under Russian occupation.

The United States offered Ukraine an agreement on the joint use of natural resources, including rare earth metals, to support Ukraine's economic recovery. According to US Treasury Secretary Scott Bessent, the terms of the partnership provide for the creation of a fund into which revenues from Ukrainian natural resources and infrastructure will be directed, with the US having economic and management rights in these investments.

President of Ukraine Volodymyr Zelenskyy expressed concern about the mineral resources agreement proposed by the US, stressing that the document does not take Ukraine's interests into account and needs to be revised. He emphasized that Ukraine does not want to be merely a "raw materials extraction hub" and demands clear security guarantees and partnership in exchange for access to its resources.

On May 1, 2025, Ukraine and the US signed the mineral resources agreement. In particular, the document concerned the creation of the United States – Ukraine Reconstruction Investment Fund.
