What is known about the upcoming talks?
After consultations in Oslo, U.S. representatives traveled to St. Petersburg, where they discussed the possibility of a trilateral format with the Russian side.
We spoke with the Americans, and the Americans went to St. Petersburg and agreed that the two warring parties – I mean Russia and Ukraine – are ready for a trilateral meeting in some location. Abu Dhabi was discussed. It may or may not be in the Middle East; it could also be in Europe, in one capital or another. But we have reached an agreement, and there is confirmation from the Americans, – Zelenskyy stated. Abu Dhabi was discussed. At the same time, Ukraine also insists on the participation of European partners in the negotiation process.
Volodymyr Zelenskyy also stated that Ukraine is ready for trilateral negotiations between technical teams involving the U.S. and Russia, but expects concrete results from them. Possible agreements include an energy truce, a halt to attacks on maritime and grain infrastructure, a prisoner exchange on an “all-for-all” basis, or a meeting of leaders.
Energy, grain, and people – these are the specifics, while a summit between leaders is an opportunity to achieve concrete results following our trilateral meeting. This is what we are asking for and proposing. We are not demanding, but rather proposing this to the American side
The president also noted that November will show whether Russia is truly ready for serious negotiations or whether Vladimir Putin’s statements are merely a political ploy.
What security guarantees does Ukraine need?
Zelenskyy commented on the document containing the U.S. side’s proposals, which U.S. Special Envoy Steve Witkoff delivered to Putin following consultations in Oslo. It includes various proposals for a possible settlement, but Kyiv has a clear position on key security issues.
In particular, Ukraine does not agree to neutral status for the country or to restrictions on the size or capabilities of the Ukrainian army.
“Our security guarantees are our security guarantees. They cannot be dictated by the Russian side. Therefore, the conclusions are clear: restrictions on our army and Ukraine’s neutrality are not up for discussion,”
He did not disclose all the details of the document, citing agreements with the American side. At the same time, Zelenskyy noted thatUkraine is ready to discuss territorial issues exclusively at the leadership level.
