The war is not just for territory, but for future generations. Now, as Russia’s full-scale invasion nears its fifth year, the Kremlin’s goal in its war against Ukraine is clear: to eradicate Ukrainian identity. The mass abduction and forced reeducation of Ukrainian children is central to Russia’s genocidal plan.
It was for crimes against Ukrainian children that the International Criminal Court in The Hague issued an international arrest warrant for Putin.
As of the fall of 2026, more than 20,000 children were forcibly relocated by Russian occupiers from the Ukrainian territories they had occupied to the Russian Federation and Belarus. That is, they were kidnapped. And this was only in the past 5 years.
If we talk about the past decade as a whole, many young people from Luhansk, Donetsk, or Crimea have already gone to the front as "cannon fodder." They went against their native homeland, to kill and die.
What worldview are the Russian occupiers trying to impose on the kidnapped Ukrainian children? Who is doing this and for what purpose? Read about it in the material prepared for Channel 24 by the Institute of Cognitive Defense.

Russians don't even hide their crimes
Mariupol native Pylyp Holovna was 11 when his mother died. Since then, he has lived with guardians. In 2022, Russia literally knocked on Pylyp's door. It destroyed his house. Later, the occupiers caught the teenager when he was going to get humanitarian aid and kidnapped him.
Pylyp was transported together with other minor Ukrainians and pregnant women first to a Donetsk hospital, and later to a boarding house in the Moscow region. Then the Russian Commissioner for Children's Rights appeared in Pylyp's life. Maria Lvova-Belova, contrary to international law, announced the boy's adoption.
Of course, our family background was very complicated by Philip, who came from Mariupol. Because he arrived in a very serious condition - he had post-traumatic syndrome. Plus, he had a special attitude towards Russia. There were some tantrums there all the time. He was constantly on pro-Ukrainian websites. "I don't want to live in Russia, because I love Ukraine." He constantly sang songs in Ukrainian, - the Russian official said, not realizing that she was literally exposing a Russian crime.
Philip became the 10th adopted child in the family of this official. He was repeatedly forced to appear in propaganda videos, telling how bad Ukrainians are and how good he is in Russia. He also received a passport with a double-headed eagle on camera. The Russian children's ombudsman publicly boasted that Russian teachers were able to "cure" a Ukrainian child of Ukrainian identity.

It is difficult to imagine the enormous psychological and, probably, physical pressure exerted on Philip, who found himself in complete isolation from his past life and without contact with his loved ones.
Maria Lvova-Belova turned this into an important propaganda case. She personally reported to Putin how the humane Russian authorities were "saving" children that Ukraine had supposedly abandoned. It's like in Nazi Germany, where concentration camps were called institutions for re-education and recovery.
In general, the actions of the Russian authorities in the case of Pylyp Holovna and thousands of other Ukrainian children have all the signs of the most serious international criminal crime - genocide. All that remains is the decision of the International Criminal Court in The Hague. Or a special tribunal for the crimes of today's Russian elite, which should one day answer for what was done in its "Nuremberg".
In the case of a war crime – the illegal deportation of the population, primarily Ukrainian children – the relevant procedural procedures of the court in The Hague have already been launched.
It is significant that Russian officials actually documented their crime themselves, which later became evidence for the International Criminal Court to issue arrest warrants for them. Both Putin and Lvova-Belova received them.
We also have a camera-recorded fact of the systematic, coordinated at the highest state level of the Russian Federation genocide and ethnocide of the Ukrainian people, which begins with the youngest generations.
What worldview do Russian occupiers impose on Ukrainian children?
In the occupied territories, Russia primarily imposes its ideology. For example, judging by numerous videos on social networks, in Melitopol, the Kremlin convinces locals that Russia single-handedly won World War II. And in schools, the Russian occupiers of Ukrainian land are urgently glorified: murderers, rapists, and criminals who, under Putin's leadership, supposedly selflessly "fought against Nazism, saved the Russian-speaking population from Bandera, and defended Russia from NATO attacks." True, for some reason, on the territory of another state.
Children are not just being Russified and militarized – they are being turned into weapons of propaganda. A video from Kremlin media titled " A Nine-Year-Old Partisan Girl from Artemivsk Jammed a Tank Turret " is proof of this.
Russian propaganda actively involves children in spreading fake news / Screenshot
Or Mariupol schoolchildren play "Zarnitsa" on camera, a modernized Soviet militaristic game, and say to the camera: "I've wanted to go to war since childhood. When you're a soldier, it's primarily pride."
Modern Russia repeats the totalitarian practices of the past
In the war with the next generations, modern Moscow is using not only the "Soviet" experience. Historically, it was through children that various totalitarian regimes tried to consolidate control over conquered peoples.
Thus, in the Golden Horde , the successor of which is modern Russia, the children of the nobles of the conquered peoples were held hostage at the court of the khans. They were called amanats in the Ulus of Juchi. Such children were a guarantee of their parents' loyalty to the Horde empire. Control over the future through control over the heirs. If the conquered ruler violated vassal obligations, for example, refused to pay tribute, his children (and sometimes younger brothers or wives) could be severely punished or executed.
At the same time, despite their status as hostages, the amanats were treated according to their origin. They were not kept in chains, but received the best possible education, studied the Mongolian language, customs, political system and laws, and participated in campaigns with the Horde army. In this way, Muscovite children from noble families gained relevant experience and adopted the order.
Some even became brothers (andams) of the Khan's sons and married representatives of the Mongol nobility. Thus, part of the Muscovite elite grew up for years as stepchildren of the Khan or his murz. For the Horde, this was a way to create a dependent elite that thought in the coordinates of the Asian worldview.

One of the most notorious systems of forced child abduction was the practice the Ottoman Empire . Serbian, Bulgarian, Greek, Armenian and other families were forced to give up their children to the invaders. Most often, boys between the ages of 8 and 18 were taken. This practice was called "devshirme".
Children were forced to convert to Islam instead of Christianity, isolated from their families, and trained to serve the empire. The Ottomans tried to completely sever the child's connection to his or her origins. Some of these children even became officials or administrators, but the most famous were the Janissaries, the Sultan's elite infantry.
The Nazis created one of the largest child abduction systems during World War II. The Nazis believed that some Slavic children might be "racially suitable" for Germanization. Based on eye color, hair, and facial features.

As part of the Lebensborn program, children were taken from their families, their documents changed, and they were transferred to German families or special institutions. They were forbidden to speak their native language and were convinced that they were ethnic Germans. In the Third Reich, a child belonged not to the parents, but to the state. The main instrument of militarization of German youth was the Hitler Youth organization.
The Russian Empire actively used the practices of the Golden Horde. First of all, they repeated the method of amanats. Thus, during the genocidal Caucasian War, the Russians massively kidnapped children from Circassians, Chechens, and Dagestanis to guarantee the obedience of their parents and tribes.
The kidnapped children were sent to closed cadet corps. They were raised in strict isolation from their native culture, taught the Russian language, social manners, and imperial patriotism. The Russians expected that the young men, upon returning home, would become leaders of Russian influence and help conquer their own people.
There is a famous story about how the Russians took hostage the son of Imam Shamil, one of the legendary leaders of the long liberation war of the Caucasians against the Russian invaders in the 19th century. Shamil's son was then carefully re-educated and tried to make him a show servant of the Russian Empire.
After the November Uprising of 1830–1831, when Poles, Lithuanians, Belarusians, and Ukrainians of the Right Bank attempted to throw off the Russian yoke, Emperor Nicholas I resorted to outright terror against children. The Tsar ordered the removal of boys aged 7 to 16 from the families of rebels, nobles, those deprived of titles, and all orphans. They were sent by the thousands to the Urals, Siberia, Orenburg, and the Volga region.
Cantonese man on an old lithograph
Officially, this was called enlistment in the Cantonist military battalions. In fact, children were torn from their mothers so that they would forget their roots and language. The conditions of the transfer were terrible: hunger and disease. The Cantonist system became a real factory for the destruction of identity.
Similarly, the children of Ukrainian Cossacks (after the liquidation of the Hetmanate and the Sich) were passed through the cantonist system in order to integrate them into the all-Russian military machine.
At the end of the 19th century, the Russian Empire also expanded a network of church boarding schools for children of the indigenous peoples of Siberia, the Far East, and the Volga region. For example, they tried to convert the Chuvash, Tatars, Yakuts, and Nenets to Orthodoxy. The same rule applied as later in Soviet boarding schools: the child was taken from his traditional environment, forbidden to speak his native language, and punished for observing folk customs.
How the Soviet system broke and militarized children
Totalitarian regimes never waited for a person to grow up and learn to think for themselves. In the USSR, a freshly baked first-grader was immediately accepted into the "yellow class". A five-pointed star with a ruby portrait of little Volodya Ulyanov (Lenin) was pinned to the child's chest. Through naive poems, songs and special rules, the first level of the cult of the leader was instilled in children. The Soviet state was to become the main authority, more important than parents.
An example of false propaganda using children on a Soviet postage stamp / Public Domain
At the age of ten, a child became a pioneer. A red tie, a salute, trumpets and drums - all these attributes had a clear semi-military character. The pioneer organization was the ideological antithesis of the scout organization. If the scouts learned independence, the pioneers - to unconditionally obey the communist vertical.
It was here that children were taught to publicly condemn "violators of discipline" and instilled the cult of Pavlik Morozov, a boy who allegedly turned his own father in to the Chekists and was killed by his own relatives for it.
A Soviet child was not only supposed to be loyal, but also to kill and die on the orders of the party. For this, in particular, the military game "Zarnitsa" was used: millions of schoolchildren throughout the USSR were taken to training grounds to play real war. True, with wooden machine guns, but with "tactical assaults" and "taking prisoners."
It was psychological preparation for the trenches, wrapped in the wrapper of pioneer romanticism. And the examples of the already mentioned pioneer heroes, who were popularized among schoolchildren, were often fictional. Allegedly, these heroes died for the interests of the "Soviet Motherland". These examples showed children throughout the Union: to die for Soviet ideals is good, and to report one's parents to the Red Commissars is commendable.

The final stage of ideological training of young men and women was the "Komsomol". The personnel reserve of the Communist Party. The Komsomol card turned into a mandatory pass to career growth. Without it, it was impossible to enter a prestigious university or get a chance to succeed in a country of total communism.
The Soviet system of "raising" youth had nothing to do with pedagogy. The child was deprived of critical thinking, national roots, and family ties, and instead was molded into the perfect "cog" for a military machine.
During the "Great Stalinist Terror", according to secret operational orders of the NKVD, not only "enemies of the people" were subject to arrest, but also their wives, and their infants and children under 15 were forcibly taken away. The younger ones were sent to the nurseries of the People's Commissariat of Health, the older ones to special NKVD orphanages scattered throughout the USSR. In these closed institutions, children often had their surnames and names changed, and their documents falsified. The empire wanted them to never find their relatives.

The young son of the last commander-in-chief Ukrainian Insurgent Army Vasyl Kuk, was sent to an orphanage in Mariupol by the Soviet secret services using this scheme. Until the age of 13, the boy, named Yurko, grew up with the imposed beliefs that his father was a Soviet soldier who heroically died for the ideals of communism. Although in reality he was in the camps because he fought against the Russians for an independent Ukraine. Only after being released did Vasyl Kuk manage to find his son and tell the truth.
Many other such kidnapped children were less fortunate. They were told for years that their father and mother were spies, traitors, or even fascists, and that their real father was "Comrade" Stalin . The children were raised as fanatical Soviet citizens, devoid of any national or family roots.

Moscow also launched a massive program of Sovietization of the indigenous peoples of Siberia, the Far East, and the Far North (Nenets, Evenks, Chukchi, Khanty, Mansi). The authorities decided that the traditional, nomadic way of life of these peoples was backward, and began forcibly removing children.
Raids by police and officials were sent into the tundra and taiga. Children were literally torn from their parents' hands and taken hundreds of kilometers to closed boarding schools. There, their traditional fur clothing was burned, they were given standard Soviet uniforms, and they were forbidden to speak their native language even among themselves outside of school hours. Otherwise, they were punished and humiliated.
In general, the Soviet authorities deported entire peoples: Crimean Tatars, Chechens, Ingush, Kalmyks, as well as hundreds of thousands of Ukrainians from Western Ukraine during punitive operations.
The deportees were transported for weeks in crammed cattle cars without water, food, or medical care. They were taken to places where the language and culture were different. To places where children became the main victims of the millstones of Russification.
Kremlin's re-education manual
These terrible stories did not disappear with the death of the USSR – modern Russia actively uses that experience for new crimes.
Imagine: Russian experts have written an entire book that describes step-by-step how to get into a child's head, erase their identity, and make them love those who destroyed their home. It sounds like a terrifying Orwellian dystopia, but it's actually reality.
For bureaucratic cover, the occupiers gave their creation the most neutral title possible: " Methodological recommendations for the prevention of extremism among children and youth ."
Behind this facade lies detailed instructions on how to completely psychologically break Ukrainian children from the occupied territories in order to turn them into obedient cogs of the empire.
Under the guise of security, the manual requires local collaborators, teachers, and supervisors to create so-called social passports for children.
For example, a tendency to extremism means that a child reads Ukrainian news. If a teenager leaves anti-Putin comments, then this is already dangerous behavior. If he persistently establishes true facts and seeks a connection with Ukraine, individual prevention is necessary.
To detect such "crimes," the occupiers regularly check children's phones, analyze their social media accounts, and record activity that goes beyond the notion of "proper behavior."
The textbook turns school subjects into cognitive weapons. For example, history. Russian experts recommend limiting teenagers' access to objective materials about World War II . Instead, they are aggressively instilled with the myth of the "Great Patriotic War", which is supposed to explain and justify the current war of the Russian Federation against Ukraine.
The aforementioned document calls the " The Cyril and Methodius Brotherhood ," for example, to which Taras Shevchenko belonged, a stage in the formation of Ukrainian nationalism and orders the study of the activities of the society as a threat that terrorism prevention specialists should work with.
A separate place is traditionally given to myths about the alleged "flourishing of Nazism in Ukraine." The section devoted to the occupied territories of Southern Ukraine is especially revealing. The authors of the document claim that these territories should be annexed to Russia, because they are "originally Russian." At the same time, they advise justifying the resistance of the population with the presence of isolated Ukrainian nationalists.
In the paranoid logic of the occupation regime, any manifestation of Ukrainianness is an existential threat.
Analysis of the manual proves: Russia has not just occupied territories, but has also built a holistic, systemic machine of ideological pressure. This machine works to destroy Ukrainian identity in the occupied territories in schools, boarding schools, and children's clubs.
These international criminal crimes are, in the worst sense of the word, unique and wild for the modern world.
The Russian Orthodox Church, Ukrainian children and "cannon fodder"
The Russian authorities have developed a multi-vector system for eradicating everything Ukrainian.
The Kremlin has turned religious dogmas into weapons, and churches into elements of mobilization infrastructure. Under the guise of Orthodox education, the occupiers are raising a new generation of stormtroopers.
One of these tools for militarizing Ukrainian children under occupation through the church was the paramilitary children's organization "Brotherhood of Orthodox Pathfinders." Outwardly, it resembles a mixture of scouting and Soviet pioneering, but with a harsh religious-imperial subtext. In these camps, the concept of "serving God" was cynically equated with a willingness to die on the orders of the Kremlin.

Obviously, if they fail to destroy the identity on the spot, the occupiers have to kidnap the children. After all, it is easier to assimilate them in a foreign environment.
According to the Office of the Ukrainian Children's Ombudsman, even after the seizure of Crimea, Russian troops created the so-called "train of hope," by which Russians traveled to the peninsula to illegally adopt, that is, kidnap, Ukrainian minors.
The Russian occupiers have at least five scenarios for abducting children:
- They are separated from their families when leaving the occupied territory. This is the so-called "filtration".
- The Russians kill parents and then take away children. According to the official version, the parents supposedly die during hostilities, an accident. And someone needs to take care of the minors.
- Children are being taken from occupied territories, depriving their guardians of parental rights. This scenario is usually applied to Ukrainians who do not want to cooperate with the occupying authorities.
- Children are being taken from boarding schools that have been occupied.
- The Russians create conditions unsuitable for a child to live in the occupied territories and offer the parents to give them away for alleged rehabilitation at Russian recreation centers. From there, the children are not returned, but are moved further without the parents' consent. This scenario is the most common.
Everyone hated us because we were Ukrainians, because we came from Kherson. They called us Khokhlushkas. They say they are a nation, and we are nobody. Here we are, Russians, cool, and you are on our land, - said the children from Kherson, who managed to return from enemy territory. In particular, when Kherson was under occupation, the invaders faced the fact that the parents of minors had to go to a camp in the occupied Crimea. Perhaps forever.
Belarus is not an observer, but an accomplice
Putin is not carrying out the cynical practice of kidnapping and re-educating Ukrainian children alone, but with his accomplices from Minsk. This is official data from the ZMINA human rights center and a number of others.
In particular, self-proclaimed dictator Alexander Lukashenko signed a decree on "organizing recreation and health improvement for children from Donbas" back in 2021. As of June 2024, this involved more than 2,000 abducted minors.
Lukashenko has considerable experience in manipulating children / photo – RosZMI
Lukashenko himself once confirmed a direct agreement with Putin to finance this campaign from the budget of the Union State. It is worth noting that the Lukashenko regime has been taking children out of the occupied territories of Ukraine for years, mostly during the school year, not in the summer.
This refutes the propaganda thesis about "treatment and rest" and proves that minors were purposefully integrated into the Belarusian and Russian educational systems for the purpose of ideological indoctrination. For example, they were taken on excursions to military units.
The basis of the forced re-education of Ukrainian children in Belarus, by the way, is also the Kremlin's genocidal pseudo-historical claim that Ukrainians as a nation do not exist, because they are actually Russians.
"Youth Army" and "Avangard"
Researchers at Yale University have identified over 200 places where so-called military-patriotic education of children, i.e. militarization, takes place. These are no longer camps, but full-fledged training grounds with army, sometimes prison discipline.
For example, a children's camp on the Black Sea called "Smena". It is directly managed by the Russian Ministry of Education. It is known for certain: groups of Ukrainian children who go there are trained to produce military equipment, including drones.
More than half of these camps are financed from the Russian federal budget. In 2025, this amounts to 71 billion rubles. This amount is four times more than before the full-scale war.
The Kremlin has also invested almost 2 trillion rubles in the "Youth and Children" project. Its official goal is to form a generation with the "correct" consciousness for Russia.
Children from the Hitler Youth on the march / Akhrivne photo
Apparently, with the kind that is being raised in another Kremlin project, the "Youth Army." This organization was created in 2016 at the initiative of the then Russian Defense Minister Sergei Shoigu. In fact, it is an analogue of the "Hitler Youth."
Shooting, grenade throwing, hand-to-hand combat, cartography. Children are actively being prepared for service in the Armed Forces of the Russian Federation.
The age limit for joining the Hitler Youth was lowered due to events at the front. The Youth Army is copying this as well. At the beginning of the organization's creation, it was 14 years old, but now it is 8. In the occupied territories of Ukraine, joining the organization is voluntary and compulsory.
Unlike the virtually extracurricular "Yunarmiya" group, the network of military-patriotic centers called "Avangard" is already mandatory. Journalists from the "Vot Tak" TV channel managed to confirm the existence of 119 such centers in 70 regions of the Russian Federation.
Journalists have established that under the guise of "Avangard", primary military training, forgotten since the times of the USSR, has returned to Russian schools.
"Putin Youth" is preparing new "cannon fodder" for Russia / photo - RosZMI
10th graders and second-year college students (i.e., in some institutions, actually eighth-graders) began to be taken en masse to 5-day military training camps. The base for these trainings was the closed camps of the Avangard network, where teenagers stay throughout the year on a rotational basis.
Double standards – Putin's children don't play that game
While Moscow is at war with the "collective West" and preparing children – both its own and those kidnapped for war – the Kremlin elite has slightly different priorities in education. To put it mildly.
The offspring of Putin and gymnast Alina Kabaeva – Vanya and Volodya, who are now 11 and 7 years old, respectively – have been surrounded by tutors and governesses from Great Britain, Germany, and Austria since childhood, according to an investigation by the TV channel "Nastoyaschee Vremya."
For teachers, this work turns into complete isolation. They are forbidden to leave their residences on their own, go to shops, theaters, or museums. All products and personal belongings for them are ordered online and must be disinfected.
Terrible trials await Russian children / Video screenshot
Thus, children and staff are mostly staying at the residence in Valdai, which is guarded by at least 25 Pantsir anti-aircraft missile systems. Their number is constantly growing.
Journalists have established that Putin's eldest son, Ivan, was required by his parents to speak fluent English and German at the age of 4 (although it is not certain that he can do it himself - Channel 24). But they devoted much less time to Russian culture. Therefore, at Christmas the child sang songs only in German and made a sleigh for Santa Claus, not Father Frost.
The main task of educators is to ensure that Putin's descendants possess knowledge like that of "educated Europeans."
In general, this is a typical trend for the descendants of the main Russian "patriots". While Russian Foreign Minister Lavrov blames the "Anglo-Saxons" for all sins, his stepdaughter lives luxuriously in London.
The son of propagandist Solovyov lives there, while his father on RosTV demands to burn Great Britain to the ground. The daughter of Putin's spokesman, Peskova, received an education and lived in Paris for a long time. The son of senator and author of homophobic laws, Mizulina, is a successful lawyer in the heart of Europe, Brussels.
Loss of connection syndrome
The Russian elite is preparing its children to rule and live a Western life, not its own to die for imperial Russian and Soviet ideals.
Putin and his henchmen have created a multi-level system of assimilation of Ukrainian children, which combines forced Russification, ideological re-education to the chauvinistic ideals of the empire, and militarization.
The Russians have thought through the logistics of the kidnappings, simplified the legal mechanisms for changing citizenship, and organized propaganda support. These processes involve both the Russian political leadership and the command of military structures and representatives of the Russian Orthodox Church, as well as the allied state of Belarus.
Russia is practicing the methods of the Mongolian yoke or the horrors of Hitler's Nazism now, in the 21st century, although until recently it was a member of the global elite club of the "G8" states and seeks to return there.
The dream of the Russians is this "we can repeat it" / Archive photo
Ukrainian children are being created in a totalitarian environment where the state controls education; imposes political ideology; erases national identity; prepares them to become cogs in the occupying army. This is done by both teachers at school or boarding school, and workers at children's camps, sanatoriums; Orthodox centers, military-patriotic clubs; and cadet schools.
Weaponization of children is what human rights activists call this process. And scientists, describing the possible mental state of such minors, use the concept of "disconnection syndrome." It occurs after the occupiers purposefully reprogram the child's consciousness.
A child may be ashamed of his Ukrainian origin, completely lose his sense of belonging to Ukrainian society, perceive Russian aggression as the norm and support the views imposed by propaganda. Then - PTSD, depression, aggression. The consequences can haunt him for years, and the Russian hellish system does not care about it.
This large-scale Kremlin special operation works in several directions at once.
Influence your internal audience
Federal media portray the Kremlin as the savior of the children of Donbas and other occupied Ukrainian territories. It is about the alleged rescue of orphans of Donbas and stories of successful adoption. Children are forced to thank the invaders of their own land, to deny the very existence of Ukrainians as a nation. This creates a moral justification for war. The Kremlin is trying to present to its citizens the abduction of minors not as a crime, but as a humanitarian mission.
Impact on the Ukrainian audience
Moscow is blatantly sending a signal: "We can take away not only your cities, but your future." Empires have used this logic for centuries, because control over children means control over the next generation. This is a colossal demoralizing factor.
It's also about demographics: every Ukrainian reeducated into a Russian is a potential new soldier in the Russian army. And such arithmetic in human lives is extremely important for Russia, whose population is drowning in epidemics of alcoholism, drug addiction, and incurable diseases.
Impact on international audiences
The topic of "rescued children of Donbas" is actively promoted in English-language media, instant messengers, social networks, and even on pseudo-humanitarian forums.
The goal is to sow doubt: was the deportation really forced? Perhaps the Russians did a great good by taking the Ukrainian children away? This is a prime example of information manipulation through an appeal to emotional perception.
The Russians are counting on a sentimental audience, who don't really understand who attacked whom, to see them not as child abductors, but as saviors.
This is another false thesis that is being spread in the Western information field: supposedly there is no obvious aggressor and victim, supposedly Russians are just like everyone else, supposedly this senseless war must be ended. And not to worry about who is responsible for its beginning and destructive consequences.
