The 2019 Normandy Summit
On December 9, 2019, a meeting of the leaders of the Normandy Four countries – Ukraine, France, Germany and Russia – took place in Paris. The main topic of the negotiations between Volodymyr Zelenskyy, Emmanuel Macron, Angela Merkel and Vladimir Putin was the settlement of the conflict in Donbas.
The Normandy Four last met back in 2016. During the Normandy meeting, the leaders discussed the disengagement of troops, prisoner exchanges, the text of the Steinmeier Formula, Crimea and the gas issue.
The prerequisites for holding the Normandy summit were the disengagement of troops in Stanytsia Luhanska (completed on June 30), Zolote (November 2) and Petrivske (November 11).
By preliminary agreement, the Normandy Four is to meet in four months to continue negotiations.
