Strikes on Russian Oil Refineries

Since January 2024, Ukraine has intensified attacks on Russian oil infrastructure, striking large oil refineries. This is facilitated by the development of strike drone production. 

The Insider calculated that in the first three months of 2024 there were 15 drone attacks on 13 oil refineries in nine regions of Russia.

In October 2025, then SBU head Vasyl Maliuk stated that Ukraine had attacked 160 Russian oil production and refining facilities since the start of the full-scale war. This led to a 20% shortage on the domestic market of petroleum products and the idling of 37% of the enemy's refining capacity. 

As of June 2026, The Moscow Times wrote that a third of Russia's refinery capacity is idle due to damage and destruction. This amounts to approximately 2.14 million barrels per day.
