Rotterdam+ is a methodology for setting the price of coal used for electricity generation in Ukraine. After the occupation of Donbas, almost all anthracite coal mines ended up in uncontrolled territory. It is this coal that most of Ukraine's thermal power plants run on.
Therefore, in 2016 it was decided to buy fuel on the international exchange in the Netherlands, where coal is delivered from Africa and America. Every month this formula collects an excess billion hryvnias. The real overpayment in the first 2.5 years of the Rotterdam+ formula amounted to almost 35 billion hryvnias.
