Shatun Plan

The "Shatun" plan – a probable attempt by Russia to shake up Ukrainian society and destabilize the socio-political situation inside the country by organizing mass protests.

The main goal of this hypothetical plan – is to neutralize state authorities and force early parliamentary and presidential elections. The implementation period – from November 15, 2016, to March 2017.

The SBU of Ukraine learned about the "Shatun" plan from the correspondence of Russian presidential adviser Vladislav Surkov. His mailbox was hacked by the hacker group "CyberHunta". The Kremlin, however, denied the authenticity of the hacked mail of the Russian president's aide.

The scheme of the "Shatun" plan: paid rallies, "titushky", organizing a "Tariff Maidan", and stepping up separatist movements in the regions.

Some political scientists and journalists believe that the protests in Kyiv by defrauded bank depositors and those unhappy with the increase in utility tariffs, which began on November 15, are part of the "Shatun" plan.
