Traveling Abroad

Traveling abroad during Russia's war against Ukraine is restricted for most men of conscription age. However, people with disabilities, fathers of large families and several other categories of men are allowed to leave.

On August 26, 2025, the Cabinet of Ministers updated the rules for crossing the border. Now traveling abroad is allowed until the age of 22. That is, men aged 18 to 22 can freely cross the border of Ukraine.

The State Border Guard Service stated that men aged 18 – 22 need a military registration document to leave.
