Europe's Participation Is Crucial: Zelenskyy Outlines Possible Formats for Security Guarantees
Ukraine is considering three possible options for security guarantees to protect against renewed Russian aggression. Most of these options require the participation of European allies.
Speaking with journalists, President Volodymyr Zelenskyy noted that Kyiv is counting on Europe’s continued participation in the peace talks, according to 24 Channel.
Europe’s Role in Security Guarantees and Reconstruction
The first possible option involves bilateral security guarantees from the U.S. for Ukraine. According to the head of state, this would be an “Article 5-like” system.
The second approach to security guarantees involves forming a coalition of willing partners backed by the United States. Zelenskyy emphasized that such a format cannot be agreed upon without discussion with the European side.
The third option remains NATO. This path, as Zelenskyy explained, requires involving the part of Europe that is part of the Alliance in the discussions.
In other words, we can discuss conceptual issues with the “Russians” under U.S. mediation, but if we move on to the format of security guarantees and it is determined that those guarantees require Europe’s involvement, then Europe must be present in the discussions on the guarantees,
– the Ukrainian leader emphasized.
Economic needs and the country’s post-war reconstruction remain a separate issue. Since Europe is funding weapons and the Ukrainian budget, a future “Marshall Plan” cannot be implemented without the leaders of the EU and European business, the president added.
As a reminder, Zelenskyy previously stated his desire to maintain the strength of the Ukrainian military, but emphasized that in the future this will depend on funding and the security guarantees received. According to him, if the necessary resources are available, Ukraine will have an army of 800,000 troops, whereas if it joins NATO, that number could be reduced.
