The Victory Plan is a plan presented by Volodymyr Zelenskyy in 2024, which envisaged ending Russia's war against Ukraine. It contained 5 points and 3 secret annexes.
In November 2025, the US proposed a 28-point peace plan to end Russia's war against Ukraine.
Volodymyr Zelenskyy on November 20, 2025, discussed Trump's peace plan with the American delegation in Ukraine. The parties agreed to work on the US peace plan.
On November 21, the President of Ukraine addressed Ukrainians and stated that this is one of the most difficult moments in our history. Zelenskyy said that he would fight to ensure that among all the points of the plan at least two were not left out – the dignity and freedom of Ukrainians.
